Why P3MO™ instead of PMO?
We have developed P3MO™ to address the severe limitations and weaknesses of the traditional hierarchical PMO model that connects portfolios, programmes and projects in a simple linear fashion.

The evolution of our dynamic PMO model
The old linear relationship model gives way to the new relationship
model which supports directive relationships.
Caravel’s dynamic model promotes an integrated view with the rest of the business, and aligns with Portfolios (at Senior Management Team level), Business-as-Usual (at Line Management Team level) and Projects (at Project Management Team level).
The model effectively supports the project reality by recognising that
- Projects interact with many parts of the organisation.
- The primary focus of programmes is to address organisational resource constraints. By aligning programmes with business units – as “business-unit programmes” - it formalises their focus on removing resource constraints.
- Portfolios need a cross-organisational perspective in order to align with strategic goals. The new model allows portfolios to connect directly with projects.
Since the model affords portfolios a direct view of projects and business-unit-programmes alike, our approach strengthens the project: portfolio relationship. Moreover it also simplifies the role of the business-unit-programme in terms of resource management.
